The packaging was secure. The product description said "oil-based," but the received item says "water-based," so which is it?

This is great! I know its edge but i used it to paint in embossed details on my notebook cover. Watering it down to have multiple thinner layers works well. I did have to ruff up the leather finish a little to help the paint stick but it was more for my piece of mind then a need, it did stick just fine on it own but i had an issue when i painted over the edge on one of the cats and did not notice until after the pain dried, when i buffed the area later it lifted the edge of the pain layer and then it came off in elastic chunks.
I'm buying more in white, yellow, blue and red so i can use it on other projects and mix my own colours.
